With the publication "Community Innovation Survey – 2024", the Directorate-General for Education and Science Statistics (DGEEC) and Statistics Portugal (INE) disseminate information on innovation in enterprises in Portugal, based on data collected through the Community Innovation Survey (CIS). The results cover the period 2022-2024 (CIS 2024).
Conducted every two years, the main objective of the CIS is to produce and update statistical indicators on business innovation. As a harmonized survey at the European level, it allows for the comparability of EU data and ensures compliance with national and European commitments in the field of official statistics on Science and Technology, particularly with regard to Eurostat. The survey is based on the conceptual framework set out in the Oslo Manual (2018) and follows the methodological recommendations of Eurostat.
The present edition incorporates changes resulting from the adoption of the 2024 version of the Nomenclature of Territorial Units for Statistical Purposes (NUTS 2024), which introduced modifications to the Level II and III NUTS classifications in Portugal. As of January 1, 2024, data transmission to Eurostat has been based on this new territorial structure. This change has impacted various stages of official statistical production, including the management of statistical unit populations, sample design, and the collection and dissemination of information. The CIS 2024 uses exclusively the NUTS 2024 classification, as a result, NUTS 2013 is no longer used. For this reason, the territorial comparability of the results with previous editions is limited, and a direct comparison is only possible with the CIS 2022.
The CIS 2024 questionnaire maintained the definition of business innovation, focusing on two main types of innovation: product innovation and process innovation. Product innovation refers to the introduction onto the market of a new or significantly improved good or service for the enterprise. Process innovation refers to the implementation of a new or substantially improved business process in one or more of the enterprise’s functions.
Two new questions were also introduced. The first concerns the risks faced by enterprises and the measures taken to mitigate them. The second addresses dependence on suppliers based outside the EU and any measures enterprises may have taken to reduce this risk.
