In the 3rd quarter of 2025, 6.3 thousand building permits were issued, corresponding to a 4.1% decrease compared with the same period of the previous year, a rate of change significantly below that observed in the 2nd quarter of 2025 (+5.5%). Building permits for new constructions decreased 3.4% (after +5.8% in the 2nd quarter), while permits for renovation fell 2.9%, slowing down from the 6.1% increase recorded in the previous quarter.
A total of 4.0 thousand buildings were completed, representing a year-on-year decrease of 5.1%, easing the sharper decline observed in the second quarter (-15.0%).
In the residential sector, the number of dwellings licensed in new construction increased by 7.3%, below the 19.4% growth recorded in the previous quarter. The number of dwellings completed rose by 8.7%, following the –4.4% rate of change registered in the 2nd quarter of 2025.
Compared with the previous quarter, the number of building permits issued decreased by 3.6%, while completed buildings increased by 3.7%.
